Who is responsible for which part

Delano puts the pipe on your land on you in its definitions. Section 13.04.010 defines the "Consumer private water pipeline" as "the pipeline not located in the city's right-of-way, extending from the connection to the city's water which is located on the premises or property of the consumer and shall be the sole responsibility of the consumer". The City lays the service connection up to your property line and keeps the meter, but the code does not say who repairs that connection afterwards. This is Delano's own statement.

Section 13.04.030 adds that the materials the consumer furnishes "downstream of the meter, shall at all times be and remain the sole property of the consumer and when necessary, shall be maintained and repaired by the consumer at his own expense".

What is settled is your side: from the property line in, the pipe is yours to maintain and repair. What is not settled is the short run between the main and your property line - the City installs it, and no section says who repairs it afterwards, so report a leak there to the City's water division rather than hiring a plumber to dig in the street. The meter is the City's to keep serviceable, but damage from anything other than "reasonable wear and tear" is charged to the owner or occupant. And check the name on your water bill: the State's register puts the City's system over about three-fifths of Delano's land, and Kern Valley State Prison's own system over about 7%. About three-tenths is ground inside the city limits that no published water service area reaches - not a rival utility, and not necessarily unserved.
