- Who issues it:
- City of Coronado City Engineer, through the Public Services and Engineering Department
- What it covers:
- all work in the public right-of-way or on public property, a sewer connection included
The City of Coronado says a right-of-way permit "is required for all work on public property", and Coronado Municipal Code section 52.10.010 makes it unlawful "to do any work in the public right-of-way or on public property without first having obtained a permit, City contract or franchise right to do so", with permits issued by the City Engineer. The City's permit application lists a sewer connection among the kinds of work it covers. The City's code puts the whole lateral on the owner, the connection to the main in the street included, so this is the permit an owner's contractor needs to reach that pipe.
Who to call first about the sewer lateral

Who is responsible for which part
In Coronado the owner keeps the whole lateral, including the connection to the City's main under the street. Section 60.04.020 of the municipal code defines the lateral as "a pipe or other conduit that transports sewage from a source to a collector main, said main being located in a public right-of-way", and provides that "The installation, maintenance and operation of a lateral shall be the responsibility of the property owner including the lateral connection to the public collector main." The City's own page puts it the same way: "Sewer laterals, homeowner sewer service laterals, up to and including the connection to the City sewer main, are the responsibility of the homeowner."
- The property owner
- The run from the building to the City's collector main in the street, and the connection to that main. The City keeps the public sewer, which the same section defines as "a sewer owned and operated by the City which is tributary to treatment facilities operated or utilized by the City of Coronado". The code gives the owner the installation of the lateral as well as its maintenance and operation.

What to do: Before any digging in the street to reach a lateral, have a State-licensed contractor with a Coronado business license apply to the City's Public Services and Engineering Department for a right-of-way permit, with proof of $1,000,000 liability insurance and a bond or deposit for the full estimated cost. Give the City Engineer's office 24 hours' notice before work begins and before each inspection.
City of Coronado, Right-of-Way PermitsWhy this matters
The permit goes to the contractor, not the homeowner: "Right-of-way permits can be issued only to contractors licensed by the State of California for the type of work being performed", and the City asks for a current City business license and "$1,000,000 in general liability coverage" naming the City as an additional insured. Before the permit issues, section 52.10.032 requires a performance bond or cash deposit of "100 percent of the estimated cost of the work", and section 52.10.080 holds the permittee to a one-year warranty, including the cost of refilling or resurfacing a trench that sinks. Permits last at most six months (section 52.10.040), work without one can be halted, and under section 52.10.110 the fees for work started before a permit "shall be doubled".
