Who is responsible for which part
Corning splits the lateral by kind of trouble. Section 13.04.110 provides that "The property owner or occupant of any premises shall be responsible for any blockage occurring in the building sewer (lateral) serving the premises, from the drain fixtures to the sanitary sewer. The city will be responsible for the structural integrity of that portion of the building sewer located within a public street, alley or right-of-way."
- Corning
- The structural integrity of the part of the building sewer within a public street, alley or right-of-way - but not clearing it, which stays with the owner or occupant.
- The property owner
- Any blockage anywhere from the drain fixtures to the sanitary sewer, and the building sewer on the property, which the code defines as "the privately owned and maintained extension from the building waste plumbing to the sewerage system". "Each owner of a building sewer shall maintain the sewer in a watertight and gastight condition at all times."

What to do: If a blockage is under the street, or the pipe there may be broken, call the City before digging; get the director's permit before uncovering or connecting to the public sewer.
Corning Municipal Code section 13.04.120Why this matters
Clearing a blockage is the owner's job even under the street, but uncovering or opening into the public sewer needs the director's permit first - and a structural failure under the street is the City's to deal with.
