Who is responsible for which part
In Coachella the City owns the water service connection and the meter, its utilities department maintains them, and the code ends the department's side at the meter. Section 13.03.205 of the City's code provides that "All water service connections, meters and housings installed by the department or conveyed to the department, however provided for, shall remain at all times the property of the city and shall be maintained, repaired and renewed by the department when rendered unserviceable through reasonable use." The code does not say who repairs the pipe beyond the meter. This is Coachella's own statement.
- Coachella
- The service connection from the main, its meter and the meter housing, all City property, maintained, repaired and renewed by the City's utilities department, whose general manager "shall be the administrative officer of the water authority". Section 13.03.141 provides that "The department shall furnish, install and maintain all service connections" at the owner's expense, and section 13.03.054, which limits the department's liability for damage beyond the meter, opens: "The utilities department's jurisdiction and responsibility ends at the meter". Repairs made necessary by a customer's act, negligence or carelessness are charged to the customer.
- The property owner
- The code ends the department's side at the meter and does not say in terms who repairs the pipe from the meter to the building. It speaks of consumers "in laying service pipe from the building to the meter" - which is about installing that pipe, not repairing it - bars the department's employees "from making any sort of repairs to consumer's fixtures on the property side of the meter", and requires every property owner "to have or provide a full way gate valve in the line inside the meter box on the property side of the meter."

What Coachella reported to the State about service-line materials
Federal rules required every community water system to inventory its service lines and publish the result. These are the figures this one filed.
The inventory records what each line is made of: lead, galvanized requiring replacement, non-lead, or lead status unknown. “Still unclassified” counts the lines whose material has not been identified. It does not mean they are lead.
Coachella has classified more of its service lines than most of California: 0.00% of its lines are unclassified, against 9.2% statewide.

What this page cannot tell you
- This describes who is responsible for which part of the pipe. It is not a record of what your own service line is made of.
- The State's service area map puts 63% of Coachella's land inside the boundary it maps for the city's own water system. Within the same city limits it also maps "COACHELLA VWD: COVE COMMUNITY" (3%). A share of land is not a share of homes: open space counts the same as a dense block. Measured 26 Sep 2026.
- Classified does not mean inspected, and this system inspected less than most. Coachella established 3.9% of its classifications by field inspection, against 22% across California; the rest come from records, the year of construction, or a predictive model.
- These figures were submitted to the State by the water system itself and were read on 4 Sep 2026. They may not reflect its current inventory - ask the water system to confirm anything about a specific address.
Your other pipe: the sewer lateral
For the sewer lateral, Coachella says:
Coachella keeps the street length of the house connection itself. Section 13.01.256 provides that the house connection sewer "shall be maintained and repaired by the city's utilities department from the point of connection with the sewer main line to the property line closest to the sewer main".
One of the two authorities does not say where its side ends, so the two answers cannot be compared here.
