Who owns the water service line in Chino, CA
Chino names the owner's pipe and puts it on the owner in a sentence of its own. Section 13.04.175 provides that "The owner of each parcel of land that is served by a water lateral or a fire service lateral shall be responsible for the repair, maintenance, and replacement of those laterals", and section 13.04.010 defines the water lateral as the portion of a water line that is "located between the structure and the water meter at the edge of the public right-of-way". This is Chino's own statement.

- The water lateral - the pipe from the meter at the edge of the public right-of-way to the building - for repair, maintenance and replacement.
- What else is worth knowing
- Three things are worth knowing. First, a fire service is different: the code defines a fire service lateral as the fire line "located between the structure and the water main line in the public right-of-way", and section 13.04.175 puts that on the owner too - so for a fire service the owner's pipe runs all the way to the main, not just to a meter. Second, the City's half is stated as ownership rather than as a repair promise; the code prices "perpetual maintenance of services and meters" for customers outside the city but never writes the duty out for customers inside it, so for a leak on the City's side of the meter start with the City without assuming what it has undertaken. Third, check the name on your water bill: small parts of the city are served by the Monte Vista Water District and by the state prison's own system, and their own rules govern there.
