Who is responsible for which part
Where Cambria Community Services District collects the sewage, the owner has the whole lateral, from the building to the District's main, including the connection to the main. Section 5.04.390 of the District's code provides that "Building sewers, lateral sewers and all connections from the building wall up to and including the connection to the main sewer are the responsibility of the property owner(s) of the connected building."
- The property owner
- The building sewer on the lot, the lateral sewer under the street or easement, and the connection to the main. The same subsection requires owners, "at their own expense", to "maintain the lateral sewer and ensure that the lateral, or any portion thereof, is free of displaced, offset or open joints, cracks, leaks, inflow or infiltration, root intrusion or other conditions likely to increase the chance for lateral blockage or failure."

What to do: Before uncovering the lateral, contact the District's wastewater department for a permit and submit plans of the work for the General Manager's approval. For the part under the street, use a contractor the District has approved and get the County or Caltrans encroachment permit too. In an emergency, apply at the first reasonable opportunity and leave the work open until the District has inspected it.
Cambria Community Services District Municipal Code, section 5.04.390(B)Why this matters
The owner keeps the whole lateral, the connection to the main included, but cannot dig it up without the District's permit, even in an emergency once the first chance comes. Work in the street needs a second permit as well: the code requires a separate permit from the San Luis Obispo County road department, Caltrans or another authority for excavation in public ways. An old building sewer may serve a new building only when the inspector finds on examination and test that it meets the District's requirements.
