Burlingame's code vests in the City the water service from the main through the meter box. Section 15.04.040 provides that "The ownership of this water service installation including the meter, and complete service from main through the meter box shall be vested in the city of Burlingame." The City's water rate answers add that "Repairs of the leaks on the property are the customer's responsibility", without saying where the customer's pipe begins. This is Burlingame's own statement.
- Burlingame
- The service pipe from the main through the meter box, and the meter, which section 15.04.040 makes the City's property. The code states ownership, not a duty to maintain the service pipe. The City's Water page says its Water Division "is responsible for maintaining the water mains within the City boundaries", and the City's standard service drawings have the meter furnished by the City.
- The property owner
- Leaks on the property. The City offers an inspection to check for leaks and says that "Repairs of the leaks on the property are the customer's responsibility". Neither the code nor the City's pages say where the customer's pipe begins.

Burlingame Municipal Code section 15.04.040, Ownership of installed serviceWhat Burlingame reported to the State about service-line materials
Federal rules required every community water system to inventory its service lines and publish the result. These are the figures this one filed.
The inventory records what each line is made of: lead, galvanized requiring replacement, non-lead, or lead status unknown. “Still unclassified” counts the lines whose material has not been identified. It does not mean they are lead.
Burlingame has classified more of its service lines than most of California: 0.00% of its lines are unclassified, against 9.2% statewide.

What this page cannot tell you
- This describes who is responsible for which part of the pipe. It is not a record of what your own service line is made of.
- The State's service area map puts 98% of Burlingame's land inside the boundary it maps for the city's own water system. Measured 26 Sep 2026.
- Classified does not mean inspected. Across California only 22% of service lines were established by field inspection; most of the rest come from records, the year of construction, or a predictive model.
- These figures were submitted to the State by the water system itself and were read on 4 Sep 2026. They may not reflect its current inventory - ask the water system to confirm anything about a specific address.
Your other pipe: the sewer lateral
For the sewer lateral, Burlingame says:
Burlingame leaves the whole side sewer with the owner unless the City has chosen to take on the street length. Section 15.10.032 provides that "The city shall not be responsible for maintenance or repair of any lateral sewer unless the lateral sewer conforms to all of the requirements of this chapter and other applicable city regulations and the city has expressly determined to provide this maintenance or repair."
One of the two authorities does not say where its side ends, so the two answers cannot be compared here.
