Section 13.12.060 provides that "The service pipes and water meters installed shall become and remain at all times property of the city", and that "They shall be maintained, repaired and renewed by the department when rendered unserviceable through ordinary wear and tear". The State's service-area register also shows Knott's Berry Farm, the amusement park, with its own water system over about 2% of the city; if that system bills you, its own rules apply rather than these sections.
