Who is responsible for which part
In Buellton the whole sewer connection is the property's to maintain, from the building to the City's sewer main, including the fitting on the main. Section 14.08.012 of the City's code provides that "All connections, including the lateral, wye or saddle at the city's sewer, shall be maintained at the expense of the user of the connection", and section 14.16.120 that "Side sewers, including the horizontal piping beginning at the building drain of any building and terminating in the main sewer, shall be maintained by the owner of the property served thereby."
- The property owner
- The side sewer from the building drain to the main sewer, the lateral, and the wye or saddle where it joins the City's main. Section 14.08.012 places the cost on the user of the connection, and the code's definition of a user includes a tenant or other person in charge of day-to-day activities where there is a connection; all such persons "jointly and severally shall be responsible for compliance with the provisions of this title in the same manner as the owner." Section 14.16.120 names the owner of the property served.

What to do: Before any work on a sewer lateral, get a written permit from the City of Buellton, leave the pipe uncovered until the City has inspected and passed it, and give written notice at least 24 hours before the inspection. To install or replace a lateral in the street, use a licensed, bonded contractor, and ask which authority issues the street excavation permit.
Buellton Municipal Code chapter 14.32, Permits and FeesWhy this matters
The City's code puts the whole lateral on the property, the wye or saddle on the main included, so a repair anywhere along it is the property's to arrange under a City permit. The person doing the work has to tell the City in writing, not less than 24 hours ahead, that it is ready for inspection. In the street, section 14.16.070 provides that "Only a properly licensed, bonded contractor may install lateral sewers in the public right-of-way and connect the same to city sewer lines", with a bond of at least $5,000 covering up to a year or $500 for a single installation, and the connection to the public sewer is made under the City inspector's supervision. Section 14.32.150 requires a separate permit from the city, state, county or other entity with jurisdiction to excavate in a public street. Section 14.32.120 puts all costs of the permitted work on the owner, and a permit lapses if work does not start within 60 days.

Your other pipe: the water service line
The drinking water line coming into your property is a separate pipe, run by a separate authority, and who is responsible for it is decided separately. Your sewer lateral is yours to the main, fitting included; your water line stops being yours at the meter.
