Placer County Water Agency keeps its system up to the point where it delivers the water. Its rules provide that "The Agency shall be responsible for operating, maintaining, and replacing all portions of the water system up to the Point of Delivery to the customer", and define that point as "The location where the Agency delivers service and privately owned facilities begin." This is Placer County Water Agency, Auburn/Bowman's own statement.
- Placer County Water Agency, Auburn/Bowman
- Operating, maintaining and replacing its water system up to the Point of Delivery. The rules define the service connection as the facilities "which connect the water main to the customer meter, which typically include a service saddle, corporation stop, service line, curb stop and meter box."
- The property owner
- The privately owned facilities that begin at the Point of Delivery. For an ordinary treated-water service the rules do not say in terms where that point is, and they assign the customer's upkeep only by defining where private facilities begin.

What this page cannot tell you
- This describes who is responsible for which part of the pipe. It is not a record of what your own service line is made of.
- The State's service area map puts 96% of Auburn's land inside the boundary it maps for Placer County Water Agency, Auburn/Bowman. A share of land is not a share of homes: open space counts the same as a dense block. Measured 25 Sep 2026.
- Unclassified means nobody has established what the pipe is made of. It does not mean lead was found.
- Classified does not mean inspected. Across California only 22% of service lines were established by field inspection; most of the rest come from records, the year of construction, or a predictive model.
- These figures were submitted to the State by the water system itself and were read on 4 Sep 2026. They may not reflect its current inventory - ask the water system to confirm anything about a specific address.
Your other pipe: the sewer lateral
The sewer lateral leaving your property is a separate pipe, run by a separate authority, and who is responsible for it is decided separately. In many places the two answers are opposites.
