Who is responsible for which part

Culleoka Water Supply Corporation owns and maintains its water supply and metering equipment up to the point where the member's pipe connects to it at the meter. Section E.23(e) of the Corporation's Tariff states: "CWSC's ownership and maintenance responsibility for its water supply and metering equipment shall end at the point where the Member connects to the equipment provided by CWSC during the installation of the metering equipment."

Culleoka Water Supply Corporation
The water supply and metering equipment up to the point where the member connects to the equipment the Corporation installs with the meter.
The property owner
The member's service pipeline and plumbing from that connection at the meter to the building, including the cut-off valve the Corporation requires on the member's side of the meter. The Tariff names no Corporation part beyond it.

What else is worth knowing

The dividing point is the member's connection to the equipment the Corporation installs with the meter. The member must provide a cut-off valve on the member's side of the meter and may not use the Corporation's curb stop for that purpose. This answer applies inside Culleoka WSC's system as the Texas Water Development Board maps it. Check the name on your water bill.
