Yorba Linda Water District owns and maintains everything up to and including the meter; what runs downstream of it is the customer's. Its rules define offsite facilities as mains, valves, connections "and other appurtenances and property up to and including the Meter", and provide that "Offsite Facilities are owned and maintained by the District."
