Who is responsible for which part
The meter is the line. The District's code makes the service connection - the tap, the service lateral and the meter assembly - District property that the District maintains, repairs or replaces, and puts the customer line on the customer. The one exception is the customer valve inside the meter box: the District owns it, but the customer looks after it.
