Who is responsible for which part

Truckee Donner Public Utility District owns and maintains the service lateral and the meter. Section 6.48.010.1 provides that "The service lateral, the meter, meter accessories and meter box are the property of the District and shall be maintained by the District", and section 6.48.020 that "The District is responsible for all service laterals up to this defined point of service."

Truckee Donner Public Utility District
The service lateral from the main, the meter, its accessories and the meter box - District property, maintained by the District up to the point of service it defines.
The property owner
Everything from the point of service. Section 6.48.050 provides that from that point "the customer shall, at his own risk and expense, furnish and install all equipment that may be required to receive, control, apply and utilize water service and shall be responsible for maintenance and repair of all piping."

What else is worth knowing

The handover point is not fixed in the code: "Depending upon the service type, a defined point of service will be determined by the District." For an ordinary connection the District lays the lateral to a point it chooses between the curb line and the property line, and owns the meter; ask the District where your point of service is before paying for a repair near it. Water lost to a leak on your side is yours to pay for. The District serves nearly all of Truckee, but not every address - check the name on your water bill.
