What happens: Public Works comes out to clean or repair the public sewer main
Santa Fe Springs' municipal code says nothing about who maintains a sewer lateral, and the City's sewers are operated and maintained by Los Angeles County. The City's sewer maintenance page says "The County's Sewer Maintenance Division manages and maintains public sewer systems to keep wastewater flowing safely and prevent blockages or overflows." Los Angeles County Public Works, which runs the Consolidated Sewer Maintenance District that Santa Fe Springs belongs to, puts the whole lateral on the owner: "The private property owner is responsible for the entire length of the lateral, which includes that portion that may be located within the public right of way (under the asphalt and street landscaping)." This answer is the published statement of the agency that operates the City's sewers, not a City ordinance.
- The property owner
- The whole lateral, from the building to the main sewer line, including the run under the street. Public Works says that within the District "the sewer laterals are entirely owned by the private property owner they serve" and that "Homeowners are required to maintain the sewer line (also known as lateral) from their home to the main sewer line, typically located in the street or nearby easement." The City's 2025 Sewer System Management Plan, written with Public Works, says the same: "Private service laterals are the responsibility of the property owner and must be maintained by the property owner." Nothing read says who maintains the joint where the lateral meets the main.
