Who is responsible for which part

Placer County Water Agency keeps its system up to the point where it delivers the water. Its rules provide that "The Agency shall be responsible for operating, maintaining, and replacing all portions of the water system up to the Point of Delivery to the customer", and define that point as "The location where the Agency delivers service and privately owned facilities begin."

Placer County Water Agency, Auburn/Bowman
Operating, maintaining and replacing its water system up to the Point of Delivery. The rules define the service connection as the facilities "which connect the water main to the customer meter, which typically include a service saddle, corporation stop, service line, curb stop and meter box."
The property owner
The privately owned facilities that begin at the Point of Delivery. For an ordinary treated-water service the rules do not say in terms where that point is, and they assign the customer's upkeep only by defining where private facilities begin.

What else is worth knowing

The rules describe the service connection as running from the main to the customer meter, but separately define the handover as the Point of Delivery - not the meter - so ask the Agency before paying for a repair near it. Where several metered customers share a privately owned line, the Agency sets a monitor meter at the head of the private line and that becomes the Point of Delivery, so the shared line is the owners'. The Agency's Auburn/Bowman system serves nearly all of Auburn, but check the name on your water bill.
