Who is responsible for which part
The meter is the line. The District's code puts everything up to and including the meter in the District's system, and makes the customer the owner of the pipes from the meter onward, responsible for installing, replacing, maintaining and repairing them.
- Otay Water District
- The service line from the main up to and including the meter is part of the District's system. Code Section 22.01: "All District water systems and appurtenances thereto shall be under the management and control of the General Manager." The same section: "The District system shall include all piping components and appurtenances, up to and including the water meter." The code does not say in words who repairs that part of the line.
- The property owner
- Everything from the meter to the house, starting with the valve on your side of the meter. Section 22.03: "The customer owns and is solely responsible for the installation, inspection, replacement, maintenance, and repair of any pipes or other facilities installed from the meter, including the ball valve with a swivel connection, to and around the property." The same section asks you to keep that piping fit for the District's own work: the customer "is responsible for maintaining the piping on their side of the meter ("private side") in a condition that allows the District to perform routine maintenance, including meter replacements", and if it fails "due to deferred maintenance or the use of substandard materials, the District will not be responsible for any resulting damage."
What else is worth knowing
The code draws the line at the meter, and the valve right behind it is yours. When you cannot tell which side a leak is on, the District's leak page asks you to call before hiring anyone - "please contact the District’s Customer Service Department immediately before contacting a plumber at (619) 670-2222" - and adds that "the District is not responsible for services performed or costs incurred prior to being contacted." It also says that a leak "located in the street or involves the water meter, it may be the District’s responsibility." This answer applies where Otay Water District is the supplier: the area the State's register draws for it, about two thirds of it on unincorporated San Diego County ground and most of the rest in Chula Vista, with a small part in San Diego. Sweetwater Authority serves other parts of Chula Vista and the City of San Diego serves most of San Diego, under their own rules. Check that the name on your water bill is Otay Water District.
