Who is responsible for which part

North Coast County Water District maintains its system up to and including the meter, and customers maintain everything past it. The District's Board resolution on leak adjustments records that "the District generally is responsible for the repair and maintenance of its water distribution system up to and including the water meters installed to serve District customers".

North Coast County Water District
The water distribution system up to and including the meters serving District customers, repaired and maintained by the District.
The property owner
"District customers are responsible for the repair and maintenance of the water system and plumbing facilities from the water meter to and including the plumbing fixtures in the customer's residence or building".

What else is worth knowing

The line is the meter. The statement comes from the recitals of Resolution No. 1011 (2008), and the District's word is "generally". The State's register puts the District's area over about 81% of Pacifica; the rest, about 19%, is ground inside the city limits that no published water service area reaches - not a rival utility, and not necessarily unserved. Check the name on your water bill.
