Mesa Water District owns the service connection through the meter, and the customer has everything past the customer control valve. Its Rules and Regulations provide that "Mesa Water's Point of Ownership shall end at the outlet side of the Customer Control Valve", and that "Mesa Water assumes no responsibility for the maintenance or operation of the Customer's Water System or facilities beyond the Point of Ownership."

"Meters shall be maintained, repaired, replaced, and read by Mesa Water employees." The rules state the District's ownership of the service connection; they do not state a maintenance duty for the service line itself in terms.
