Who is responsible for which part

Las Virgenes Municipal Water District owns the service connection and the meter and pays for their normal upkeep; everything downstream of the meter is the customer's. Section 3-2.105 provides that "Service connections and water meters installed or accepted for use by the District are the property of the District", and that "The expense of maintenance, repairs, and renewal of such service connections and meters, due to normal wear and tear, shall be borne by the District."

Las Virgenes Municipal Water District
The service connection and the meter - District property - with their maintenance, repair and renewal for normal wear and tear at the District's expense.
The property owner
"Water pipes and appurtenances downstream of the meter, including but not limited to pressure regulating and relief valves, are the property of the customer who is responsible for operation and maintenance."

What else is worth knowing

The District's share covers normal wear and tear, and service connections must be kept safely and readily accessible for its staff. The pressure regulator on your side of the meter is yours. The District serves nearly all of Calabasas and all of Agoura Hills, Westlake Village and Hidden Hills, but check the name on your water bill.
