Who is responsible for which part
The water service and the meter belong to the water department, which maintains the meter and charges for the services' upkeep, and the code ends the department's side at the meter. Section 54.146 of Indio's code provides that the department "shall collect charges for installation of and the perpetual maintenance of all water services, meters and appurtenances thereto the same to remain the property of the Water Department." That is a charge, not a stated repair duty for the service pipe, and the code does not say who repairs the pipe beyond the meter.
- Indio Water Authority
- The department owns the water service from the main and the meter (section 54.146, above, which also collects charges for their "perpetual maintenance"). It maintains the meter: section 54.101 provides that meters and appliances installed on the consumer's premises "shall be maintained, repaired and renewed by the Water Department when rendered unserviceable by normal wear and tear". Section 54.026 opens: "The Water Department's jurisdiction and responsibility ends at the meter". Repairs made necessary by a consumer's malice or neglect are charged to the consumer.
- The property owner
- The code ends the department's side at the meter and does not say in terms who repairs the pipe from the meter to the building. It speaks of consumers "in laying water service pipe from the building to the meter" - which is about installing that pipe, not repairing it - and requires a gate valve "inside the meter box" for an emergency shutoff, and it bars the department's employees "from making any sort of repairs to consumer's fixtures on the property side of the meter".
