Who is responsible for which part

Goleta Water District lays the service pipe and sets the meter; everything past the meter is the customer's, to own and to maintain. Section 6.04.010 provides that the District "will furnish and install service pipe and meter of suitable capacity from its water mains to the curb line", and that piping on the customer side of the meter "shall be and shall remain the sole property of the customer and said customer shall be responsible for the maintenance and repair of said piping and appurtenances."

Goleta Water District: The District furnishes and installs the service pipe and the meter from the main to the curb line. Meters and appliances it installs on a customer's premises are District property, which it "may" repair or remove; the code does not state a duty to maintain the service pipe.
The property owner: All piping and appurtenances on the customer side of the meter, installed at the customer's "sole cost and expense" and owned and maintained by the customer, together with an operating valve on the discharge side of the meter.

What else is worth knowing

Meters usually sit in the parkway by the curb, but where that is not practicable the District may set one on the customer's premises - the line is still the meter. One thing to check before relying on any of this: the State's register puts the District's system over about three-quarters of Goleta's land; the remaining quarter is ground inside the city limits that no published water service area reaches - not a rival utility, and not necessarily unserved.
