Who is responsible for which part

Golden State Water owns the service pipe, the curb stop, the meter and the meter box, and says plainly that it maintains them: "We maintain the pipes up to the water meter, but any leaks or issues beyond the meter are the responsibility of the property owner." The curb stop, which folklore treats as the boundary, is expressly the company's.

Golden State Water Company, Placentia and Yorba Linda Systems: The run from the main to the meter, by title and by the company's own undertaking. Its CPUC tariff states that "the service pipe, curb stop, meter, and meter box furnished by or on behalf of the utility and located wholly or partially upon a customer's premise are the property of the utility". The tariff stops at title, but the company answers the repair question itself, on its customer pages: "Golden State Water is responsible for the underground service line that connects their property to the water main", and, on a high bill, that investigating past the meter is the customer's job "since Golden State Water is only required to maintain the water lines up to the meter".
The property owner: The piping from the meter to the building, on the company's own division: "any leaks or issues beyond the meter are the responsibility of the property owner". Golden State puts the same split in its service-material inventory: "the property owner owns the service line from the meter box to their home or building foundation."

What else is worth knowing

Where the promise lives is worth knowing if you ever have to hold the company to it. The filed tariff - the document the Public Utilities Commission approves - gives ownership and stops there; the undertaking to maintain is on Golden State's own customer pages instead. Those pages are the company speaking about its own obligations and are the best answer it publishes, but they are not a tariff and can be reworded without a filing. If the leak is on the street side of your meter, start from the company's own sentence that it maintains the pipes up to the meter. This answer applies where Golden State Water's Placentia and Yorba Linda systems are the supplier: the area the State's register draws for them under the one name Placentia/Yorba Linda, most of it in Placentia, with smaller parts of Yorba Linda and Anaheim and a little unincorporated ground. Ground that the same register gives to Yorba Linda Water District or to the Anaheim or Fullerton city water systems is left out. The company's Placentia page names the Placentia and Yorba Linda systems among the three serving its Placentia Customer Service Area. Check that the name on your water bill is Golden State Water before relying on it.
