Who is responsible for which part

Elsinore Valley Municipal Water District owns and maintains the service connection through the valve on the customer's side of the meter; everything beyond it is the owner's. Its rules provide that the service connection, with the angle meter stop "and customer service valve on the outlet side of the meter, shall be installed by the District and shall become the property of and shall be maintained by the District", and that "All other pipes and fixtures extending from, connected to, or lying beyond the District's service connection shall be installed and maintained by the owner of the property."

Elsinore Valley Municipal Water District: The service connection from the main to the meter, the meter box, the angle meter stop on the inlet side and the customer service valve on the outlet side - District property, maintained by the District.
The property owner: All pipes and fixtures beyond the District's service connection, from the customer service valve on the outlet side of the meter onward.

What else is worth knowing

The angle meter stop on the inlet side is for the District's use only, and replacing one the customer damages is at the customer's expense. For damage claims the rules draw the line differently: "The District's jurisdiction and responsibility ends at the property line" as to water running from faulty fixtures or broken pipes inside it. The District serves nearly all of Lake Elsinore. The State's register puts it over about 66% of Canyon Lake, with Eastern Municipal Water District's area over about 5% - if Eastern bills you, its own rules apply; the rest of Canyon Lake, about 29%, is ground that no published water service area reaches - not a rival utility, and not necessarily unserved.
