Who is responsible for which part
Beaumont-Cherry Valley Water District owns the service connection from its main to the outlet valve in the meter box, and maintains, repairs and replaces it when it wears out. The District's regulations say so in two plain sentences: "Service connections are the property of the District. They will be maintained, repaired and replaced by the District, when rendered unserviceable through fair wear and tear."
- Beaumont-Cherry Valley Water District
- The service connection, which the District's regulations define as "The physical facilities permanently connecting the District's main and the outlet valve in the meter box", together with the meter and meter box, which "are the property of the District". Repairs or replacements caused by "the act, negligence, or carelessness of the consumer" are charged to the consumer.
- The property owner
- The regulations do not say who repairs the pipe beyond the outlet valve in the meter box. What they put on the consumer is equipment: the consumer must, "at its own risk and expense", "furnish, install and keep in good and safe condition all of the equipment that may be required for receiving, controlling, applying and utilizing water", and any check valve needed "on the consumer's side of the meter" is installed at the consumer's expense.
